Children and Young People's Plan 2010-2013
The Children and Young People’s Plan is intended to give a sense of direction to the work of all the partner agencies working for children, young people and their families in North Lincolnshire. It establishes the priorities that we need to work on together over the coming year if we are to make a difference in their lives. Our first Children and Young People’s Plan is a milestone for all those who work with and are committed to the welfare of children in North Lincolnshire.In one document we can articulate:
- Our vision for children and young people;
- Our organisational model for services, owned by all agencies in North Lincolnshire that work with children and young people;
- Our plans and priorities for all children and young people; and
- The views and aspirations of children, young people and families in North Lincolnshire.
We can show that all agencies working with children and young people are committed to delivering services in a “joined up” way. This is particularly important to meet the needs of the priority groups of children and young people. These include children with disabilities and mental health needs, looked after children and children and young people from minority groups who may have specific needs. The Children and Young People’s Plan will help shape the work of the Children and Young People’s Strategic Partnership (CYPSP), which is an action sub-set of the Local Strategic Partnership (LSP) and the advisory group to the Children's Board. This Plan is integral in delivering our Community Strategy and our shared long term vision to ‘transform North Lincolnshire towards a better future for all’; our communities and the individuals who live and work here (see diagram). The Children and Young People’s Plan is the focus for priorities for children and young people in delivering that future. Progress towards these priorities are monitored through the CYPSP on behalf of the LSP and Children’s Board.
The timeframe for the plan has changed from 2009/12 to 2010/13 because of the delay in the Apprenticeships, Skills, Children and Learning Bill becoming legislation. Work will continue on the 2010/13 document and as such we will be in a state of preparedness when the legislation is confirmed.
It is proposed that a 09/10 transitional plan is developed to act as the third year review of the 2006/09 CYPP, with a clear action plan for 2009/10 which supports the long term vision. It helps us prepare for the transfer of 'ownership' of the plan from the Council to the Children's Trust. This plan will be posted on the website as soon as possible.
